In 1999 Kita City formulated a basic concept, which envisions the future image of the city as "Our beautiful hometown KitaCity, a community of water and greenery created by all of us for our future."In order to realize this future image, the city has formulated a 10-year Kita City Basic Plan and a three-year Kita CityMedium-Term Plan and is developing administrative management in a comprehensive, planned, and efficient manner.In addition, the city has set "Together with the citizens" as its basic stance in promoting policies and is placing priority oneducation, child-raising support, welfare for the elderly and disabled, the vitalization of industry, culture, and communities,the building of communities with flowers and greenery, the realization of a city that coexists with the environment,preparations for such disasters as an earthquake occurring directly underneath the city, and the realization of crime-freecommunities on the basis of four priority strategies: "children"---brightness strategy, "vitality"---liveliness strategy, "flowers andgreenery"---rest strategy, and "safety and security"---comfort strategy. Through these efforts, we will create a city full of attractions in which every individual citizen can feel ease, affluence, anddreams.
